What is the real cost when the user pays?

Article Abstract:

An examination of the impact that the introduction of university tuition fees has had on higher education in New Zealand. It is argued that the introduction of tuition fees, which took place in the early 1990s, has had very mixed results, creating a student body the majority of which will owe tens of thousands of dollars by the time they graduate, of which it is estimated half will not have paid off their debts by the time they reach 40. It is suggested that debt incurred while a student is leaving many facing difficulty securing mortgages and that many are emigrating in an attempt to escape their debt. However, it is acknowledged that the disincentive element of fees has not been as high as expected.

Pitfalls of the market

Article Abstract:

The growing debate over the future role of tertiary education worldwide centres on a paradox in that ever greater value is being placed on tertiary education at a time when political leaders are declaring that the cost is too high to be met by the taxpayer. The solution proposed is to shift the cost of tertiary education from the public to the private purse on the basis that the community should not be funding a benefit which is only available to a minority. However, making individuals pay for tertiary education will restrict it to an even smaller minority, those who can afford to pay.
