Will this be the end of autonomy?

Article Abstract:

The Teaching and Higher Education Bill outlines new proposals for managing universities' finances. The Secretary of State for Education will have power to insist that universities or colleges do not charge fees or to limit the amount they can charge to 1,000 pounds sterling. This will prevent popular institutions from charging extra to get the most affluent students. Universities and colleges are worried about the proposals because they depend on foreign students for income, plus they charge students for materials and trips and they will no longer be able to do so.

Dollar buys a slot in herstory

Article Abstract:

Makerere University, Uganda, is seeking funds for a building for its women's department. The government has stressed that women's issues should be addressed in the development proposals of government projects and non-governmental bodies that collaborate with the government. The women's department started to offer masters courses in 1991, but was affected by reductions in subsidies and began to offer short night courses to raise more income. The courses are geared to those in employment.
