The PUC of Rhode Islands has introduced a series of performance-based rate standards in an effort to ensure the quality of services rendered by domestic electric utilities and keep service charges at reasonable levels. The standards evaluate firms in terms of customer service and safety.

Leave deregulation to the states
Article Abstract:
Federal legislators are advised to allow states to supervise the restructuring and deregulation of electric utilities. Among the reasons for the move is the substantial differences between states such as industrial structure and taxation.
