The new (IRS) bestseller - the Consolidated Penalty Handbook

Article Abstract:

The new IRS Consolidated Penalty Handbook Phase I, part XX of the Internal Revenue Manual was issued on Aug 7, 1992 and is an improvement over the old manual. This Handbook is designed to be accessible and promotes its use as a reference guide to the complicated tax penalties that now number over 150. A policy statement and impartiality and ethics guidelines are also included in the Handbook to improve IRS implementation and consistency. However, the previous IRS 33% error rate often worked to the taxpayer's advantage and the Handbook will probably reduce the number of favorable errors.

Quadrant serves up regional pay

Article Abstract:

The Quadrant catering division of the UK's Royal Mail post office restructured its pay systems and work hours in 1995 in an effort to cut costs prior to competitively tendering a contract bid. The moves were necessitated by an obsolete pay structure and high turnover rate. Quadrant made a one-hour cut in the work week, abolished special allowances for missed meals and Saturday or night work, and instituted revised location-based pay rates for future recruits.
