A magic formula in danger of losing its sparsity element

Article Abstract:

The British government's method of deciding how much money to give to country areas may change to reduce payments for areas with low populations. The Association of London Government, which calculates funding arrangements, will reduce the additional payment of 5% to 2%. Rural council areas are objecting to the reduction, claiming that more money is needed. Local services are more expensive if the population is stretched across a wide distance, say the councils.

Article Abstract:

English Nature, a conservation body, has appointed new members to its council, after advertising in the national press. Previously council members were appointed by the environment secretary, but a Democratic Audit report on Quanqos cites a lack of democratic control over appointments to such committees. The report shows that although Quangos have been expanding, there has been no corresponding increase in accountability.
