Japan's Science and Technology Agency submitted its 1994 'White Paper on Science and Technology' to the Cabinet on Nov. 29 of the same year. The paper, which aims to establish a path for the country's science and technology policy, revealed a decrease in investments by private enterprises. The Japanese firms surveyed believed that the US was better off with its research and development efforts in the communications, electronics and instrumentation industries than in 1991. Companies were also alarmed by the growing competition from neighboring Asian countries.
