Cities work best

Article Abstract:

Economic and social changes within the UK mean that city-regions have become the most appropriate areas for strategic planning because of their almost self-contained markets for labour and their self-reliance on services such as shopping and transport. There are up to 40 city-regions in Britain that would be suitable candidates for unitary local government and they could point the way to greater efficiency and democracy.

Planning for progress in development: There is only one year to go to meet PPG12's aim of substantially completed development plans

Article Abstract:

However the government is seeking substantially completed coverage by February 1997. More progress has been made in the adoption of unitary development plans.
