The environment's new Praetorian Guard signs up to higher values

Article Abstract:

Establishing higher environmental standards, even if this means clashing with the government, will be a key priority for the UK's new Environment Agency, according to chief executive Ed Gallagher, speaking at the recent annual conference of the Town and Country Planning Association. He emphasised the importance of close links with local authorities, as the agency will be a statutory consultee in the planning process. It will employ 9,000 people and have a budget of 500 million pounds sterling.

Rewriting the country code

Article Abstract:

UK government proposals on the development of rural areas have been set out in the Rural White Paper issued in Oct 1995. There are competing interests in rural areas and this is recognised in the white paper. Parish councils should have greater powers, the paper argues and legislation will be brought in for a framework of links between parish councils and other local government bodies. Other issues include the need for more affordable housing in rural areas.

Europe at a distance

Article Abstract:

A recent conference in Bournemouth discussed European planning policies. According to Janice Morphet of Serplan, European spatial development is discussed periodically by an informal Council of Ministers. Details of Morphet's workshop session are given, including details of the implications of the European directorate-general's Europe 2000+ report, which discusses a strategy for regional planning.
