Wisconsin DOT measures quality from top to bottom

Article Abstract:

The senior management of the Wisconsin Dept. of Transportation's division of highways met in 1991 to discuss the establishment of formal strategic planning to guide its direction in the 1990s. Within a year, the division's vision, mission and underlying values were already in place. Key organizational issues were then tackled in 1992, with six emphasis areas subsequently identified and defined. Division action planning, quality-based leadership, quality implementation and performance measures followed. Among the tips offered by division are to ensure commitment from management, acquire a consultant, set 3-5 year goals and establish performance measures.

Cost and quality management

Article Abstract:

Cost and quality are important considerations in any engineering project. Design professionals must be aware of the direct relationship between these two factors and how their effective management can affect competitiveness. A lack of quality can cause increased costs unless the owner, design professional and contractor know what to avoid. The various phases contributing to the cost of a typical project are discussed. Comprehensive quality management programs can ensure cost effectiveness and better customer satisfaction while increasing the self-esteem of the design team.

Management's fatal flaw: TQM obstacle

Article Abstract:

More clients are demanding that architectural, engineering and construction firms implement quality assurance programs. Cost-effective total quality management (TQM) programs may be initiated by conducting an assessment of the organization. This self-assessment enables senior management to implement an appropriate TQM program. Another requirement of TQM is the training of managers. Management must know that their behavior directly influences quality control and that their personal commitment is necessary.
