A policy simulation of the Wetlands Reserve Program

Article Abstract:

Data from wetland restoration programs under the Conservation Reserve Program and eligibility criteria for the Wetlands Reserve Program (WRP) were used to simulate the costs of accomplishing the WRP's target of restoring a maximum of one million acres of wetlands. The WRP, which is part of the 1990 Farm bill, offers compensation to farmers who restore converted wetlands. The results show that the cost of restoring one million acres of wetlands would range from $1,736 million to $1, 869 million. These amounts are higher than official estimates, indicating that policymakers have underestimated WRP participation rates.

Explaining "irrational" land use: risk aversion and marginal agricultural land

Article Abstract:

The role of capital gains and risk aversion in dynamic land conversion decisions is investigated using an analytical model. The latter, which focuses on decisions to convert marginal lands to agricultural uses as part, shows how cost-sharing, rental payments, technical assistance impact such decisions. Thus, it demonstrates the impact of government agricultural programs on land conversion under conditions of certainty and uncertainty.

Sustaining open space benefits in the Northeast: an evaluation of the Conservation Reserve Program

Article Abstract:

The Conservation Reserve Program (CRP) may not be effective toward agricultural landowners who live in metropolitan areas. The failure of the CRP, which seeks to convert 33.9 million acres of agricultural land in the Northeast to open space, may mean that alternative policies need to be adopted to sustain open space benefits.
