Time for a change

Article Abstract:

A leisure industry has been working on a set of proposals for England's licensing laws, in response to the government's review of liquor licensing laws. Led by the Brewers and Licensed Retailers Association, the group, which represents around 111,000 English and Welsh operations with liquor licences, proposes a Personal Licence with a training-based, professional qualification, together with a Premises Licence to which will be attached opening hours. The government's review will probably appear after the turn of the century.
