Emissions trading with shares and coupons when control over discharges is uncertain

Article Abstract:

Emissions trading plans in a double action laboratory environment exhibit positive results under a wide range of institutional choices provided that agents have adequate experience, information, and qualified decision support. Results indicate that share introduction improves market performance while reducing trading volume possibly due to the reduction in price signal noise and intramarginal trades. As a result, efficiency and price characteristics of emissions trading plans are improved.

The revealed preferences of state EPAs: stringency, enforcement, and substitution

Article Abstract:

The sufficient enforcement of the Clean Water Act in state EPAs is made difficult by political and budgetary constraints. Moreover, the lack of resources among state EPAs affect the frequency of inspection of mills. State agencies tend to adopt routine inspections to monitor problems of particular mills when financial resources are inadequate. Inspection of particular mills is determined by factors, such as health of the mill and the local economy.

Testing ambient pollution instruments with heterogeneous agents

Article Abstract:

It investigates the ability of ambient pollution instruments to induce a group of heterogeneous agents to choose the target outcome. The data shows that contract can indeed be developed the induce heterogeneous groups to choose the target outcome; however, substantial inefficiency and inequality was observed.
