A dark cloud disperses

Article Abstract:

Pres Bill Clinton has signed into law a 2000 budget bill that also contained provisions for the Superfund relief sought by scrap recyclers. The recycling industry, represented by the Institute of Scrap Recycling Industries Inc, lobbied for their rights as recyclers and not waste disposal companies. For years, the US EPA's Superfund law made the third- party liability statutes applicable to recyclers which resulted in lawsuits that sometimes resulted in bankruptcies. The new law was a vindication for the recyclers who have suffered for shipping materials to smelters or mills that later became Superfund sites.

Coming of age

Article Abstract:

The strong demand for products made from construction and demolition (C and D) debris and the increasing cost of tipping these debris are boosting the C and D materials recycling industry. However, even in states where disposal costs are low, other factors are still helping the C and D recycling industry. These factors include C and D landfill regulations, diminishing landfill space and high labor costs for solid waste disposal.
