Transferable Discharge Permits and Economic Efficiency

Article Abstract:

The use of cost effective regulatory techniques in controlling water pollution has been overlooked. Transferable discharge permits are being used for the first time in the United States to control pollution in the Fox River in Wisconsin. An economic model shows that transferable discharge permits are a cost effective form of pollution control strategy. Furthermore, the method is feasible for any level of water quality standard. And varying river conditions do not affect the validity of the system.

On Marketable Air-Pollution Permits: The Case for a System of Pollution Offsets

Article Abstract:

Alternative pollution permit systems are compared. A pollution-offset system is proposed as the most efficient. Standards are achieved at minimum cost. Considerable changes must be initiated in present air management policy.
