Education finance reform and investment in human capital: lessons from California

Article Abstract:

A study of the financing systems for public education applied in California is presented. The shift from a mixed system of state and local financing to a pure state financing scheme resulted in a drop in funding for public education to a range between 10% to 15% compared to the rest of the US. While spending distribution became more equal, the policy did not benefit the state's poorest districts. The analysis indicates that the abolition of state aid will result in an equal drop in public education funding.

Intergenerational conflict and the political economy of school spending

Article Abstract:

Survey data used in a study to examine support among voters from different age cohorts for public school spending indicate that support generally declines with age, but older voters are more willing to support local spending on schools than state spending. Although, it is not very clear if the higher support for local school spending is motivated by capitalization or altruism, it is interpreted that both motives probably play important roles in the process.
