Article Abstract:

California Assembly Speaker Curt Pringle faces an uphill task to move forward his Republican agenda in an equally divided Assembly. He is hard pressed to contain the Democratic opposition together with the divergent Republican position. He has the difficult task of working out enough understanding with the Democrats while keeping the Republican agenda as undiluted as possible. The elections in November 1996 will be significant since it may decide the fate of the speakership.

Article Abstract:

Proposition 140, a rigid term limits law in California, is being threatened out of existence. In May 1997, federal judge Claudia Wilken ruled that the proposition was unconstitutional. As legislators scramble to either support or oppose the decision, California's legislative map stands to be reshaped by Wilken's move. Many believe that the best way for the Republicans and the Democrats to address the issue is through an agreement on reapportionment for term limits.

Article Abstract:

California Gov. Pete Wilson continues to pressure his administration into complementing both environmental and economic interests. Departments are complaining that their public trust is often compromised to give way to stakeholders' interests. They add that valuable scientific information is also often sacrificed to maintain the political balance between the environment and economics.
