Nolan, Hill first Republicans charged in 5-year FBI probe

Article Abstract:

Pat Nolan, Frank Hill and former legislative aide Terry Frost were indicted under allegations stemming from Operation Brispec, an FBI political corruption sting. Nolan is accused of racketeering, soliciting bribes, conspiracy and money laundering. Hill is accused of conspiracy to commit extortion and money laundering, and Frost of conspiracy to extort bribes. Hill and Nolan declared their innocence of the charges, which involve extorting bribes through votes for tax breaks for a shrimp company. Ex-Sen Joseph Montoya was convicted in 1989 on charges very similar to those against Nolan.

Mutually assured destruction

Article Abstract:

Republicans and organized labor in California appear to be on a collision course over a ballot initiative championed by Gov Pete Wilson. The measure wants to give employees the option to refuse salary deductions earmarked for political activity. It is believed that the initiative's intended target is organized labor, which uses a part of union dues to contribute to political campaigns and causes. The Democratic Party will also be adversely affected because it has traditionally raise money from labor, while the Republicans are traditionally funded by business.

Remodelling the constitution

Article Abstract:

The 20-member California Constitution Revision Commission, set up in 1994, has offered a set of detailed recommendations after two years work. The Commission examines all the functions of the state government and suggests changes. The broad consensus among the Commission members is notable, but their recommendations are unlikely to reflect consensus among the 120 legislators, one governor, and the various lobbies. The Nov. 1996 election will also influence the degree of its acceptance.
