Not just a drop in the bucket

Article Abstract:

Scarcity of water can lead to conflicts of states competing for the same water supply, which they can resolve by either addressing it to the U.S Supreme Court or settling interstate water-sharing agreement. Details on how to effectively negotiate and develop water-sharing agreements are discussed.

Eddie Wright worked in the state Capitol for a decade, polishing shoes just inside the south entrance. He has polished the shoes of governor Pete Wilson, Gray Davis and Arnold Schwarzenneger and it was noticed that Schwarzenegger was a repeat customer during the 2002 campaign for Proposition 49.

The history of the Council of State Governments is presented. Henry Wolcott Toll's established the organization with the aim of having states chip in a "stenographer's salary" for interstate cooperation.
