Performance budgeting in China?

Article Abstract:

The challenges faced by China in performance budgeting are the lack of an institutional framework for a modern budget process, important decisions being made outside of the budget process and its highly decentralized fiscal system. The program of budget reform in China is a complex and ambitious package of measures, crucial to moving China toward a well-functioning public sector, led by the adoption of the reforms by all levels of government in the decentralized fiscal system.

Performance and Accountability Reports: Revealing government's results

Article Abstract:

Performance and Accountability Reports (PARs), the task of learning about government results, is daunting as the federal agencies are required to integrate financial and performance data into one annual document intended to be easy to read, understand and evaluate. The challenge preparing an excellent Integrated PAR and recommendations for improving Integrated PAR are discussed.

The government performance and results act - 10 years later

Article Abstract:

On August 3, 1993, President Clinton signed P.L. 103-62, "The Government Performance and Results Act (GRPA) of 1993", the first piece of management reform legislation under Clinton Administration. The details of issues like implementation of GRPA, how it worked or how it did not and the challenges still faced by it are presented.
