Issues are presented concerning the votes cast by electors for or against the eight statewide measures which featured in the 2000 election. The measures included welfare, education vouchers and health services.

Ballot propositions

Article Abstract:

Twelve initiatives and three bond proposals were introduced for ballot measures in the March 1996 election with the purpose of eliminating the confusion in their use. Another set of 15 propositions will be introduced in the November ballot. The newly introduced initiatives and bond proposals discuss various controversial issues, such as affirmative action, HMO regulation, campaign reform and the ability of stock holders to sue corporations.

School bonds: if this is the Year of Education, how did the California building industry manage to become the 800-pound gorilla that wagged the dog, and brought the Legislature to heel on school construction?

Article Abstract:

Recent developments in California's school construction activities point to the lobbying clout that the building industry wields over the state Legislature. Democrats and Republicans alike have at certain points supported profit enhancements for developers. For three times since 1996, the builders' lobby has prevailed over legislative proposals for a school bond bill. Meanwhile, although Proposition 1A has been touted as the most progressive school bond in California history, the proposition contains provisions that will translate to greater financial windfall for developers.
