The bottom line

Article Abstract:

The city of Oakland, California, is thrilled that Jerry Brown has decided to run for mayor of the city. The city has suffered problems, including economic degeneration and earthquake damage, and it is a city in need of salvation. Brown's campaign will focus widespread media attention on Oakland, due to his political status and due to his plans to turn the city into an ecological community. Brown will run a theatrical campaign, to which other candidates will have to respond, but respected congressman Ron Dellums' expected announcement of resignation may sideline mayoral issues.

The media covers Los Angeles

Article Abstract:

The Los Angeles, CA, media has been criticized for its coverage, where emphasis on political and civic development is minimal, while entertainment, fashion, and sensational murder trials are accorded more attention. An interesting development in television news coverage is the higher ratings obtained by the leading Spanish-language station, KMEX Channel 34, compared to its English language rivals. The Los Angeles Times has also been criticized for its failure to address the needs of the city's multi-ethnic population.

The local-funding mess

Article Abstract:

California has around 7,000 administrative units comprising counties, cities, school districts, among others, that prove to be too problematic for local funding and budget authorities. Financial reform in the form of a restructured and leaner system is needed to eliminate the confusing array of fees and taxes with which ordinary citizens have to contend. A sensible allocation of financial responsibilities between the federal and state entities is also necessary.
