The worst of times

Article Abstract:

Local officials believe that revenue sources that would enable them to keep up with the growing demand for services are being negatively affected by political forces beyond their control. These political forces have come in the form of Proposition 218 or the property tax shift, Proposition 4 which placed a limit on government expenditures and Proposition 13 which is a system for distributing property tax dollars based on tax revenues generated prior to 1978. California's local officials and industry leaders, however, are working to improve the finance system for local governments.

A stacked deck?

Article Abstract:

Traditional card clubs in California are struggling to survive because of the growing presence of Native American casinos in the state. Because card clubs are restricted to versions of poker and blackjack imitations, they are finding it difficult to compete with the full range of gambling opportunities available at the casinos.

Disappearing consultants

Article Abstract:

Issues are presented concerning the dominance which has been gained by established, older business enterprises who offer political consultancy services. The lack of young recruits to the profession is discussed.
