What's next for Mr. Rogan?

Article Abstract:

US Representative James Rogan, from a marginal district including Burbank, South Pasadena and Glendale in California, has stated that he is seriously considering running for the US Senate in 2000. However, some observers feel that Rogan will not be able to raise the $10 million to $15 million required to fund a serious Senate campaign in California and that it would be very misguided for him to challenge Dianne Feinstein. They feel that defeat in 2000 would damage Rogan if he were to consider running for statewide office in 2002.

Direct democracy

Article Abstract:

California-style direct democracy is spreading to other states. Known in the state as the initiative process, this practice of using the ballot box to pass legislation is growing in the 23 states that have adopted it. The growth of the practice has given birth to the initiative industry, which consists of professional signature-gatherers. California has shown that the initiative process involves as much financing and aggressive campaigning as elections of candidates.
