Clinton, health care, and the crystal ball

Article Abstract:

Pres Bill Clinton will have a second chance to effect national health care reform during his second term, after the failure of his Health Security Act during his first. His chance of success depends largely on finding a way to ensure the solvency of the Medicare Hospital Insurance Trust Fund through decreased spending or higher revenues through copayments or premiums. Many healthcare industry observers believe that reform on the state and local levels is more likely than federal-level reform.

Article Abstract:

Hospitals should prepare for health care reform rather than wait for the Clinton administration and Congress to spell out the details. Advice to hospital executives includes accepting change, maintaining public relations, cooperating with other health care providers, participating in policy formulation, keeping well informed and educating the politicians concerning relevant issues. Above all, hospitals must center efforts on patient care, including preventive and primary care for the needy.
