Growth of self-funded plans sets hurdles for state reform efforts

Article Abstract:

The Employee Retirement Income Security Act of 1974 (ERISA) is obstructing health care reform efforts at the state level. The problem centers on the ERISA provision that exempts self-funded employee benefit plans from regulation by the state. Businesses are increasingly turning to self-funded programs because they have more control and can reduce administrative costs when they have workers in multiple states. A complete summary is included on how states can work around ERISA rules that obstruct health care reform.

Elections promise greater focus on health care reform Issues

Article Abstract:

The presidential candidates have not made health care reform a top issue as of May 1992, although the issue may be emphasized following the national conventions. Health care reform may emerge as a bigger issue just before the general election because it will be easier at that time to distinguish between Bush's plan and the plan of the Democratic presidential candidate.
