History and process of the Medicare reimbursement programs

Article Abstract:

Medicare was signed into law in 1965 by President Johnson. The initial reimbursement system was based on a full and reasonable cost basis which, unfortunately, did not provide any incentive to control costs. The increased proportion of the population over 65, the decreased ratio of taxpayers to recipients, increased costs and usage, additional services and reserve days covered by Medicare led to a financial crisis. The program was changed in 1983 to a prospective payment system based on specific rates of reimbursement for specific diagnoses.
