A fair share of care: older people are being forced into costly care homes for want of simple, low-priced assistance

Article Abstract:

Some elderly people with relatively simple care needs often miss out on services, as eligibility is raised by local authorities, following the implementation of the NHS and Community Care Act in 1993. This means that elderly people who may only need assistance with shopping and bathing and other lower cost services, may have to be placed in much more expensive care homes. Labour's promise of a Royal Commission could provide a strategic overview, and the Association of Directors of Social Services would support such a Royal Commission on welfare looking at the issue of eligibility criteria.

Short-term scare

Article Abstract:

A report by the All Party Commons Health Select Committee launched in Aug. 1996, concludes that the costs of caring for Britain's growing elderly population have been greatly exaggerated. The committee backed the Royal College of Nursing's proposal that the National Health Service (NHS) should pay for the nursing component of nursing home costs. The report criticises the current system, which requires care home residents to pay for care that is provided free in hospital, as illogical and indefensible. The committee also supported the idea of NHS nursing homes.
