Arrangements for care

Article Abstract:

Organisational changes under the terms of the United Kingdom National Health Service (NHS) and Community care Act, 1990 necessitate collaborative practice between social service departments and health authorities. From Apr 1, 1993 social services will assess the needs of elderly clients. Local authorities will finance domiciliary care but the NHS will finance community medical and nursing services. Purchasing and providing roles of local authorities will separate as the Government has insisted that 66% of community care funding be spent in the private sector. However, fears exist that care will be resources-related rather than needs-related.

Privatisation by the back door?

Article Abstract:

Conservative Member of Parliament, David Willetts has recommended increased private company investment in the UK National Health Service. He maintains it could achieve greater efficiency and cost savings. However, traditional employment practices would have to change. Health professionals and unions have criticised the proposals. Royal College of Nursing representative, Jean Thomas fears nursing standards would fall. COHSE General Secretary,Hector Mackenzie considers the proposals aim at privatisation and will weaken staff negotiating positions.
