Debate shifts to 'standard' benefit plan

Article Abstract:

The debate over health care reform is focusing on what services should be included in a standard plan for all Americans, rather than what the minimum services should be. The Clinton health care reform team is still developing a list of basic benefits and has held hearings to listen to the concerns of groups such as women, pediatricians and AIDS patients. In addition, the American Medical Association has revised its reform plan to include benefits such as outpatient drug and hospice coverage.

Budget offers hint of reform; women, children, primary care are first

Article Abstract:

Pres Clinton's five-year budget, sent to Congress on April 8, 1993, demonstrates budget priorities that may be seen in the upcoming health care reform plan. For example, spending on women, children and preventative health care will increase. However, Clinton hopes to save $46 billion in Medicare costs by limiting payments to physicians and hospitals.
