Murder or mercy? Hurricane Katrina and the need for disaster training

Article Abstract:

The devastation caused by Hurricane Katrina shows that most of the organizations do not make use of a real system for code-gray assignments after such disasters, which leads to the death of a lot of people who could have been saved by more trained personnel. It is suggested that there is a need for proper disaster training and means to reduce communication failures for all the organizations, which also need to assign jobs to people according to their capabilities, training and specializations.
