The Bush administration's health care plan

Article Abstract:

President George Bush's health care reform program was presented to the public in Feb 1992. This plan upholds the private-public partnership that the US health care system is based on, but tries to address the problem of insured individuals. Despite the fact that the US spends more than any other country in the world on health care, 15% of US citizens do not have private or group health care insurance. The president's plan proposes a transferable health insurance credit or tax deduction. Low income families or individuals would receive a tax credit that could be applied towards the purchase of a health insurance plan. They could either purchase a private health insurance plan or a plan developed by their state government. President Bush disagrees with proposals by Governor Bill Clinton and Democratic members of Congress that involve significantly more government intervention in health care provision.

Commentary: measuring the candidates on health care

Article Abstract:

The presidential candidates' health care reform proposals can be evaluated on the basis of the Jackson Hole Group initiative. This initiative was developed by an informal group of health care professionals, health care industry leaders and policy analysts. It is based on five key elements for health care reform. The health care delivery and the health care payment systems should be integrated. Competition between different health care providers should be encouraged to decrease the cost of health care. Health insurance purchasing cooperatives should be established so that small businesses or self-employed individuals can purchase group health insurance plans. A national health board should be established to develop a regulatory framework to control health care costs. A program should be developed to subsidize health care insurance for individuals who cannot afford to purchase it on their own.

Commentary: politics and the health care system

Article Abstract:

It may be difficult for the 1992 presidential candidates to please the US public with their proposals for health care reform. The public expects the government to provide health care to the uninsured without raising taxes. Thirty-five million US citizens do not have health insurance because they cannot afford it. Other citizens will have to pay more taxes to cover the costs associated with increased health care for the uninsured. President George Bush's health care plan tries to limit direct government involvement in the provision of health care. He proposes tax credits and deductions for low income individuals that can be applied towards the purchase of health insurance. Governor Bill Clinton proposes more government involvement in the provision of health care. The government would play a regulatory role, but the private sector would still be the primary providers of health care.
