Undermining expertise

Article Abstract:

A Dept of Health consensus statement calling for the elimination of the mental handicap branch programme could have severe implications for the learning disabled and their carers. The discontinuation of the programme would lead to the creation of the 'generic nurse', which will have limitations. Common foundation programmes tend to exclude learning disabilities, in favour of adult nursing. The statement excludes any reference to the time needed to obtain specialist practitioner status. Nursing the learning disabled in the community requires interdisciplinary work, which would be hampered if joint training were only available at post-qualifying level.

An opportunity for change

Article Abstract:

The call for mental handicap nursing to be substituted by a post-registration programme within the Dept of Health has highlighted the profile of nurses' role. However, change is imminent, and recruitment to learning disability nursing is declining, as are service requirements by buyers. Putting changes into practice will be a challenge. The training curriculum must be examined to see if it is currently producing the practitioner required for the future. Access to specialist skills from highly trained nurses must be retained. Motivation to care must be assessed again.

Article Abstract:

Providing medical and social care for people with learning difficulties is an important aim of the newly formed primary care groups in the UK. Many people with learning difficulties are poorly equiped to ask for help and need to be helped to ensure access to services is possible. Up to 1.2 million people in the UK suffer some form of learning difficulty, which makes them an important part of the community which must be catered for at all levels.
