Who is still uninsured in Minnesota? Lessons from state reform efforts

Article Abstract:

MinnesotaCare appears to have led to a reduction in the number of uninsured children in the state but many eligible adults are still not aware of the program. It is subsidized health insurance for low-income families who cannot afford private insurance and don't qualify for Medicaid. During two state surveys in 1990 and 1995, the overall uninsured rate remained at 6%, compared to 14% to 15% nationwide. In Minnesota, the percentage of uninsured children dropped from 5% in 1990 to 3% in 1995. The percentage of uninsured adults remained stable at 11%. About half of uninsured adults are eligible for the program but many are not aware it exists.

Hunger in an adult patient population

Article Abstract:

Hunger appears to be common among patients in urban areas. Researchers interviewed 567 people who visited a medical clinic or were hospitalized and also 170 patients on insulin. Between 12% to 14% of the clinic/hospital patients reported going without food because they could not afford to buy food. About half had received food stamps in the past, but many had lost this benefit. Loss of food stamps, drug use, and annual income less than $10,000 were all associated with an inability to afford food. Thirty-one percent of the insulin users had developed hypoglycemia because they could not afford food.
