Article Abstract:
Current topics include: Canadian investment in the United States, exchange of information pacts and the Caribbean Basin Economic Recovery Act of 1983 (CBI Law), anti-factoring positions in the Foreign Sales Corporation bills (S.1804 and H.R.3810), the Average Freight Rate Assessments (AFRA) and the Internal Revenue Service (IRS), and the United States- Antilles tax treaty renegotiation. The new Canada- Netherlands treaty is expected to curb Dutch withholding tax exemption after 1985. Numerous countries in the Caribbean Basin are refusing to approve an exchange of information pact because they fear hazards to offshore bank investments. A Heads of Agreement between the United States and the Netherlands is soon to be finalized that will contain better exchange of information provisions regarding taxes.

The rules of sports are aimed at risk management whilst avoiding over-cautiousness, however, the level of acceptable risk is increasingly being contested in the courtrooms. Brian McCord won compensation of 250,000 pounds sterling after his leg was broken in a tackle while playing for Stockport Football Club. Those wishing to participate in high risk sports such as mountaineering, boxing, or private flying are advised to obtain insurance via a club or national association.
