A financing explanation for overfunded pension plan terminations

Article Abstract:

Companies tend to cut back overfunded pension plans when they are making less money, the stock market devalues their cash flow, or they cannot afford to take on additional debt financing. This view cannot justify practices that encourage differential accounting treatment to excess pension assets and marketable securities. It has traditionally been implied that pensions should be overfunded so that if cash is ever needed, they can be terminated promptly.
