Strategic role for HR elusive

Article Abstract:

A study by the 22 organizations by the Institute of Employment Studies reveals that it has been difficult for HR departments to move from their traditional functions to a more strategic role. It has not been easy for HR to convince line managers to take on traditional personnel functions. HR departments have to struggle to be seen as important in defining strategy. The study also shows a pattern of HR departments taking on the role of consultants and creating an environment of customer focus.
