Sometimes less is more

Article Abstract:

It is correct to state that there can be substantial costs associated with providing assistance to democratizing countries. However, it is important to distinguish between countries that have very different social, political and economic conditions. In the case of the countries of Central and Eastern Europe and the former Soviet Union, it can be argued that positive results from donor funding for democratization are directly proportional to the number of local actors participating. It is possible for local initiatives to become self-sustaining when small investments are made to secure the involvement of local actors.

A Modest Recovery

Article Abstract:

1982 was not a great year in the Canadian insurance industry. Total premium income declined. New investment commitments were down. There were some positive industry advances. With improvements in economic conditions continuing, profits should rise in 1984. Surveys reveal that union workers are not familiar with their employment benefits. Many Canadian insurers do not favor involvement of the banking industry in the marketing of insurance services.
