From missile defense to preemption: Can (or should) NATO's strategic debates be managed?

Article Abstract:

The development and deployment of a US-based missile defense and the use of preemptive war to counter proliferation threats in the post-Cold War era, which reflect fundamental, long-standing disagreements over NATOEs strategic doctrine, are discussed. The beliefs concerning the definition of vital interests and the most appropriate strategies and instruments for preserving those interests are presented.

NATO and its new members

Article Abstract:

NATO had major impacts on the defence reform in ten post-communist states that have joined or are planning to join the Alliance. The significance of this enlargement serves as a motivation and recognition of post-communist democratisation and the structural change remains considerable, though the military contribution that these new members can make to the Alliance will be limited.

SARS: a warning

Article Abstract:

The recent outbreaks of SARS and monkeypox have demonstrated severe weaknesses in the global public health infrastructure. It is suggested that many lives could be saved by minimizing the impact of such diseases, of natural or deliberate origin would help to serve as a deterrent to future bio-terrorist acts.
