Give free TV time to pools? Lawyers line up to forge or block linkage to HDTV

Article Abstract:

Vice pres Albert Gore has fashioned a compromise whereby an advisory panel will decide HDTV stations' public interest obligations but the assignment of the digital channels will not be delayed. The broadcasters now have more time and another forum in which to lobby. FCC Chairman Reed Hundt has been discussing a proposed connection of digital TV licenses with broadcasters' free political time obligations. Proposed new federal requirements come at a time when broadcasters believe the constitutional case for fewer rules is strong.

Budget woes linger on: businesses cheer and citizens moan as stalemate forces U.S. to relax safety enforcement

Article Abstract:

The US government budget stalemate has stalled various activities of the National Labor Relations Board, the Environmental Protection Agency, and the Occupational Safety and Health Administration. With 25% of their budgets cut under the temporary budget now in place, and deep uncertainty about their futures, all three agencies have cut back on enforcements and similar actions. The shutdown means the EPA will prosecute some 120 fewer cases this year, and could lead to a further reduction of 420.

Free trade vs. law: international pacts may limit U.S. law on health, safety and the environment

Article Abstract:

International treaties on free trade could hinder domestic law concerning environmental protection, health and safety. Environmentalists are concerned with such powers as the General Agreement on Tariffs and Trade, or the North American Free Trade Agreement. Activists for free trade see the solution as an international consensus on specific topics.
