Internal market and sectoral issues

Article Abstract:

The main political aims of the European Commission in 1999 will be to implement the Agenda 2000 package of financial and spending reforms, to eliminate unnecessary bureaucracy and to ensure that the single market and the euro function effectively. Specific measures adopted recently include a white paper on commerce, in which measures are proposed to improve the competitiveness of the retail and wholesale sector, and a three-year action plan for consumer protection. The Commission has also called on the social partners to establish a framework for action on the organization of work.

Article Abstract:

The Commission considers the telecommunications industry of critical importance to the internal market, and this has resulted in the telecommunications directorate to develop a range of regulatory measures. Recent actions include the updated directive on ONP in voice telephony. In the information society, there have been two directives concerning intellectual property, protecting computer programmes and databases, but the EU is unlikely to enact common rules for the information society for some years. Recent actions for the postal service, energy and transport are also reported.
