Seeking a cure; election-year debate on health care has partisan overtones

Article Abstract:

Health care is becoming an important election year issue as the Democratic leadership in Congress and the Bush administration both present plans aimed at containing costs and providing coverage to all Americans. The Democratic proposal, the HealthAmerica plan, was originally introduced as Senate bill 1227. It is a 'play or pay' proposal which would require employers to provide basic coverage or contribute a certain amount to a new public insurance system called AmeriCare. President Bush wants a system of vouchers, tax credits and deductions so that health insurance will be more affordable.

Closing the door; ABA joins opposition to bill seeking new barriers to naturalization

Article Abstract:

The ABA has joined with other critics warning Congress that S 1382/HR 2837, a bill designed to reduce the backlog of some 1.7 mil naturalization cases, would make for inappropriate barriers for those seeking citizenship and make the process more burdensome than it already is. Republican anger over Citizenship USA, a 1995 Immigration and Naturalization Service program to reduce the backlog of naturalization applications, prompted the bills. Republicans charged that the desire for new Democratic voters for the 1996 election caused the bills.

Ringing out the 103rd; a partisan Congress closes with substantial list of measures passed

Article Abstract:

The 103rd Congress had many partisan battles but also accomplished much, passing a number of ABA-supported measures. These included the Family and Medical Leave Act, Motor-Voter Registration, the Brady Bill, National Service legislation, a five-year reauthorization of the Independent Counsel Act and omnibus crime legislation. The 103rd Congress also finished work on all appropriations measures for FU 1995 before that year's Oct 1 start.
