Congress should steer clear of state drivers' records

Article Abstract:

The Driver's Privacy Protection Act, which limits public access to the Department of Motor Vehicles' records, is ineffective because there are many more ways to access personal information through private directories. It is also burdensome to the states and so violates the Tenth Amendment. The US District Court in South Carolina, which is hearing the issue, should reference Printz v. United States and find the law unconstitutional because of interference in state information policy.
