Don't let the market decide

Article Abstract:

The Ofcom and Digital Dividend reviews of public service broadcasters (PSBs) are on their way, and the fate of PSBs and the terms on how the extra spectrum from the TV digitization will be sold. The current situation spells that the little spectrum available cannot be bought by PSBs . Ways to prevent short-changing of PSBs in highest-bidder spectrum sales are given.
