EAS override

Article Abstract:

Cable system operators are obliged to provide their users with access to Emergency Alert System (EAS) information under revised rules effective in mid-1997. The National Assn of Broadcasters has asked the FCC to reevaluate this plan and to use a different method to interrupt broadcasts, since the FCC plan would conceivably provide less information than is actually available over-the-air. Some states have begun to develop alternative ways to deliver EAS information.

TV market modification requests

Article Abstract:

Stations will be able to petition the Federal Communications Commission regarding upcoming local market modifications. Stations can file for special relief based on prior history of service in a particular community, whether news coverage of community issues will be provided, and market share of cable and noncable households within a community.

Article Abstract:

A list of stations designated market area status is provided, ranked according to size, and indicates prior area of dominant influence status. The obligations of cable television systems to carry local commercial television signals is discussed. Characteristics that disqualify a television station's commercial status are provided.
