Article Abstract:

The US Supreme Court found parts of the Federal Communications Commission's equal opportunity employment regulations to be unconstitutional. The regulation requiring a mid term review to determine whether minorities in the broadcast stations' workforce proportionally represented minorities in the local labor force was returned by the Court for review. The ruling was that this requirement produced a preference for hiring minorities.

Satellite Home Viewer Act of 1998 rulemaking

Article Abstract:

The Satellite Home Viewer Act of 1998 allows direct broadcast satellite providers to broadcast signals of network-affiliated television stations to homes unable to receive network television service. Signal availability is defined as a Grade B, where the top 50% receiving locations have a clear signal at a minimum 90% of the time.
