Freedom of speech: issues for a new election and a new century

Article Abstract:

The key free speech issues in the US at present are how the values of the First Amendment should be applied to the world of the Internet and how the financing of election campaigns can be altered to remove the appearance and reality of corruption. These two issues are linked by their common connection to relevant public policy issues. Attacks on free speech often reflect the 'politics of symbolism.' Politicians frequently call for purely symbolic measures, rather than addressing urgent societal issues through measures that are effective but costly.
