Central Broadcasting and BBC Pebble Mill are strong contributors to their Midlands and East region networks. The takeover of Central by Carlton Communications created a new major production house, Carlton UK Productions, which has concerned independents, who believe that pitching ideas is more problematic and executives are even less accessible.

Article Abstract:

Independent TV production companies claim that while the three UK terrestrial broadcasters, the BBC, ITV and Channel 4, have pledged commitment to the regions, they all have their power base in London. Regional devolution is seen as an altruistic aim but in reality it is hampered by a continuing bias towards the south.
