Political - personal attacks

Article Abstract:

Personal attacks made during political campaigns may require broadcasters to notify the person attacked and offer time for a response. The attack must be made during a discussion of a controversial issue of public importance in order to trigger the equal time rule. Breaking news is exempt from the rule. Respondents may pay for air time but are not required to do so. The truth of the allegations is irrelevant for FCC purposes, although the attack could become the basis of a libel suit.

Political broadcasting - bona fide news programming

Article Abstract:

The news broadcasters can use bonafide news programs for political broadcasting and can interview only the legally qualified candidate and not all the candidates for Senate. The legally qualified candidates have an equal right to access the broadcasters for interviews. The Congress identifies bonafide newscasts, news interviews, news documentaries, and on-the-spot coverage of news events. Seven criteria are set for interviews and news event to qualify as bonafide programs.

Article Abstract:

Radio and television broadcasters should be reviewing and updating their advertising rate structure in anticipation of the 1996 elections. Political candidates are entitled to the lowest unit advertising rate charged to commercial advertisers for comparable time. The lowest unit charge rule only applies during the period 60 days before a general election or 45 days before a primary. Stations must also charge all candidates the same rates.
