Political broadcasting - lowest unit rate

Article Abstract:

The lowest unit rate period for the 1996 Nov elections begins Sept 6, although rate modifications are allowed under certain circumstances, such as changed ratings or scheduled seasonal adjustments. Political advertising rates must match regular rates after Sept 6, and presidential candidates cannot be charged more than a broadcaster's lowest rate even if that broadcaster usually maintains separate national rates. Advertising agency discounts, direct time buys, net rates, and commissioned sales representatives are also discussed.

Political advertising - bonus spots

Article Abstract:

Broadcast stations must allocate prices for bonus spots to be used by political candidates and sell such spots at the lowest unit rate. Candidates must be offered the same rates offered to other program-length commercial advertisers. However, the lowest unit rate does not apply to billboard spots or program sponsorship announcements. Moreover, price allocations are not required to be listed on commercial advertisers' contracts, but must be part of invoices, memos or other documentation.

Political advertising - lowest unit charge

Article Abstract:

Stations must charge their lowest unit charge for political candidates' advertising during specified time periods. This rule applies to rates charged for broadcasts within 60 days of a general election and 45 days of a primary. Basically, within these time limits, candidates can only be charged the lowest rate charged others for the same amount of advertising.
