Don't scapegoat the gerrymander

Article Abstract:

Reasons for the Democratic Party's loss in the 1994 Congressional elections were presented. First, white voters had abandoned the Democratic Party. Next, the party lost the support of its traditional voters. Finally, a majority of voters did not vote out of resentment over political activities.

Inequalities for the Gini Coefficient of Composite

Article Abstract:

The best possible upper and lower bounds are developed for use with the Gini coefficient. Determination of income inequalities is eased. The differences in income within and between groups is formulated. The effectiveness of tax policies may be assessed.
